Biographical / historical:

J. R. Shoemaker was a hydraulic engineer who worked in the Pomona Valley. He worked for Pomona Valley Protective Association. San Dimas Water Company and San Dimas-Charter Oak Domestic Water Company, State Division of Water Resources, San Antonio Water Company, Southern California Water Company. He was involved in legal suits such as Irrigation Company of Pomona v. San Antonio Water Company, Cucamonga Water Company 1922-1930, Chino Basin Protective Association 1926-1935, San Gabriel Valley Protective Association v. City of Pasadena 1928-1931, Rancho Santa Margarita v. Vail, Pasadena v. Alhambra 1938-1941.
