Appointed Russian Ambassador to France by the Provisional Government at which post he remained until France officially recognized the Soviet Union

Headed the Emigre Committee and Central Office in France dealing with all matters relating to Russian emigres in France and the French Government Member of the Nansen International Office for Refugees in Geneva
