The collection consists of materials authored mainly by the various District Engineers of the U.S. Army Corps of Engineers, and by U.S. Beach Erosion Board. Reports by the District Offices are generally accompanied by reports, correspondence and revisions made by the reviewers of the Beach Erosion Board.

Materials were collected by Morrough P. O'Brien, who served as member of the U.S. Beach Erosion Board and the U.S. Coastal Engineering Research Center Board, 1938-1978.
