Cottrell, head of the Department of Political Science at Stanford, pertaining to their mutual interest in public administration and Gallagher's appointment to the Stanford faculty in 1932. There are also several letters of reference for Gallagher and an article on his appointment to the American Legislators' Association.

Gallagher received his a.b. from Stanford University in 1929. After earning his m.a. at Syracuse, he pursued a career in public administration, with a short tenure on the Stanford faculty from 1932-33.
