Scope and content:

One Confederate broadside, "To the People of Western Virginia," issued by Maj. Gen. [William Wing] Loring, noting recent victories at Fayette C. H., Cotton Hill, and Charleston, imposing martial law, and calling upon citizens to join the Confederate army. The broadside begins "The Army of the Confederate States has come among you to expel the enemy, to rescue the people from the despotism of the counterfeit State Government imposed on you by Northern bayonets, and to restore the country once more to is natural allegiance to the State" and continues in a similar vein. Charleston, Virginia, 14 Sept. 1862.
