From the institute's proposal for formation, folder 1:

"The central purpose of the [...] Institute for Interdisciplinary Applications of Algebra and Combinatorics is to provide a hospitable framework within which the research efforts of mathematically minded scientists from widely scattered disciplines can interact. The specific mathematical areas of interaction are to be applied algebra and combinatorics. These branches of mathematics are undergoing a knowledge explosion and are increasingly used by scientists in economics, biology, sociology, psychology, physics, chemistry, and engineering. There does not now exist on any campus of the University of California an established research unit that provides an identifiable visible organization for assembling, in a continuing colloquium format, contributors to the theoretical apparatus of applied algebra and combinatorics (i.e., mathematicians) and users of this apparatus (i.e., scientists in the above mentioned areas)."
