County Revenue Sharing 1976-77 Request Update

NOVEMBER 30, 1976

IN THE PAST YEAR, THE DEMAND FOR CIL SERVICES HAS INCREASED BY MORE THAN 100 REQUESTS/MONTH ABOVE THE LEVEL FUNDED BY ALAMEDA COUNTY REVENUE SHARING. IN OUR 1976-77 PROPOSAL, SUBMITTED IN FEBRUARY 1976, CIL REQUESTED $132,000, AN INCREASE OF $25,000 OVER THE PREVIOUS YEAR, IN ORDER TO ADD FOUR POSITIONS TO ITS SERVICES STAFF. THE ADDITIONAL STAFF WOULD ENABLE CIL TO INCREASE SERVICES FROM 250/MONTH TO 342/MONTH.

DUE TO THE NATURE OF CIL'S SERVICES AND THE ORGANIZATION'S COMMITMENT TO ITS CLIENTS, CIL HAS OVER THE LAST NINE MONTHS ATTEMPTED TO PROVIDE A GREATER NUMBER OF SERVICES EVENTHOUGH THERE HAS BEEN NO ASSURED FUNDING FOR THE EXPANSION.

NOT INCLUDING TRANSPORTATION AND WHEELCHAIR REPAIR SERVICES WHICH ARE NOT COVERED BY REVENUE SHARING FUNDING, CIL HAS INCREASED SERVICES BY THE FOLLOWING IN THE PAST SIX MONTHS: MAY - 34, JUNE - 113, JULY -220, AUGUST - 254, SEPTEMBER - 125, OCTOBER - 247. THIS HAS BEEN POSSIBLE DUE TO A REORGANIZATION OF CIL PROGRAMS, THE PLACING OF MORE STAFF PEOPLE IN SERVICES AND A GREATER EFFICIENCY IN SERVICE PROVISION. BUT, EVENTHOUGH THIS INCREASE IN SERVICES HAS NOT REQUIRED ADDITIONAL PERSONNEL FUNDS, IT HAS CREATED A NEED FOR ADDITIONAL OPERATING MONEY WHICH CIL HAS BEEN UNABLE TO GAIN FROM OTHER SOURCES.

CIL'S 1976-77 OPERATING BUDGET, WHICH IS COMPUTED ON THE BASIS OF 1975-76 COSTS WITH ADJUSTMENTS FOR PERSONNEL CHANGES, INCREASED RENT COSTS AND AN OVERALL 10% INCREASE OF OPERATING COSTS, SHOWS THAT IT

WILL COST CIL $1704 PER EMPLOYEE TO OPERATE ITS PROGRAMS IN THE COMING YEAR. FOR EXAMPLE, RENT ALONE ON OUR FACILITY COSTS CIL $4600 A MONTH. FOR THE 17 EMPLOYEES FUNDED VIA REVENUE SHARING THIS AMOUNTS TO $28,968 FOR 1976-77. THEREFORE, TO INSURE THE CONTINUANCE OF SERVICES NOW CHARGED TO REVENUE SHARING, WE ARE REQUESTING AN ADDITIONAL $25,000 TOWARDS THE COSTS OF CIL OPERATION.

WE RECOGNIZE THAT THERE IS A LIMITED AMOUNT OF MONEY THAT THE COUNTY HAS TO GIVE TO ORGANIZATIONS SUCH AS CIL. WE, HOWEVER, MUST REITERATE THAT CIL IS THE ONLY ORGANIZATION OF ITS KIND IN NORTHERN ALAMEDA COUNTY. WHEN OUR ORGANIZATION FAILS TO RECEIVE SUFFICIENT FUNDS FOR SERVICES WE ARE FORCED INTO A SITUATION OF HAVING TO LAY OFF STAFF. THE EFFECTS OF STAFF LAYOFFS FOR THE DISABLED POPULATION MEANS A CURTAILMENT OF SERVICES AND THE VERY REAL POSSIBILITY OF PERSONS HAVING TO GO BACK TO NURSING HOMES AND INSTITUTIONS. SUCH A SITUATION OBVIOUSLY COSTS GREATER EXPENDITURES OF FUNDING AT THE COUNTY LEVEL.

CIL HAS BEEN ACTIVELY INVOLVED IN ASSISTING OTHER DISABLED INDIVIDUALS IN THE DEVELOPMENT OF SIMILAR PROGRAMS. WE FULLY SUPPORT THE CAPHA PROGRAM IN HAYWARD AND RECOGNIZE THAT IT IS FILLING A LARGE GAP IN THE SOUTHERN PART OF THE COUNTY. CAPHA SHOULD GET THEIR $25,000 AND CIL MUST RECEIVE ITS $132,000.

GENTLEMEN, YOU SHOULD NOT CREATE A CONDITION WHERE THE ONLY TWO ORGANIZATIONS IN THE COUNTY SERVING THE NEEDS OF THE DISABLED ARE PITTED AGAINST EACH OTHER. BOTH OUR ORGANIZATIONS CAN CLEARLY DEMONSTRATE THE NEED FOR OUR EXISTENCES. THE COUNTY MUST RECOGNIZE THAT THERE ARE AT LEAST 20,000 DISABLED PERSONS ELIGIBLE FOR CIL SERVICES IN OUR TARGET AREA OF ALAMEDA COUNTY. THE COUNTY MUST BEGIN

TO SERIOUSLY CONSIDER DISABLED ORGANIZATIONS WITHIN THEIR PRIORITIES. A REORDERING OF PRIORITIES WOULD FACILITATE PROGRAMS WITH A PROVEN TRACK RECORD RECEIVING AN APPROPRIATE SHARE OF THE FUNDS. WE IMPLORE YOU TO CAREFULLY CONSIDER OUR APPEAL AND TO CAREFULLY CONSIDER THE IMPLICATIONS OF FAILING TO FUND US AT OUR REQUESTED LEVEL.
