In this society the disabled are allowed to exist and little else. They are often permanently confined to rest homes, back wards of county hospitals, or inadequately equipped private homes. They are left to vegetate, conveniently out of sight and out of mind, instead of leading the useful, active lives of which many are potentially so capable. The city of Berkeley can remove some of the obstacles that keep the disabled from assuming their rightful role in society. It can establish a local public transportation system that is accessible to wheelchairs; it can require that businesses and public buildings be made accessible; it can build low-cost housing that includes units designed specifically for the disabled. Through these and other steps, we will work to enable the disabled to determine their own lives.
