Abstract: This collection contains the professional records of Stanley Hadden, the former legislative aide to California State Senator David Roberti. Hadden was Roberti's senior advisor on AIDS and gay rights issues. The bulk of this collection is from 1986 to 1989. This collection contains material on AIDS-related legislative and budgetary processes, and correspondence with constituents, as well as a large amount of subject files. This collection is an important record of AIDS activism in California during a very critical period, 1983 through 1991.

Biography

Stanley Hadden was the senior advisor to California Senate President pro Tempore David Roberti on AIDS and gay rights issues. Hadden was one of the first people to respond to the AIDS crisis on the state level, thus, he became known as the "unofficial AIDS czar" of California, and one of the most important behind-the-scenes players in coordinating the State of California's response to the HIV epidemic.

Hadden was born in Topinabee, Michigan in 1956. He graduated from Inland Lakes High School in Indian River, Michigan in 1974. He immediately joined the United States Air Force and served from 1974 to 1978. Hadden began working for the Office of Senate President pro Tempore David Roberti in November of 1981.

Hadden was considered the California Legislature's staffs' top expert on AIDS policy. He authored or co-authored most of the AIDS-related legislation in California. Hadden's efforts included SB910 (1983) which created the California AIDS Advisory Committee, and SB2244 (1984) which required a statewide study and development of a plan for the provision of treatment, direct services and preventative health education. SB1251 (1985) promoted a comprehensive and coordinated approach to local AIDS programs and services. In 1991 AB1985, out of Jackie Spier's office, was named the Stan Hadden Memorial Bill. It required the early release of AIDS Drugs.

Hadden also played an important role in many other AIDS activities. He developed the One Stop Model Program in Sacramento known as CARES (Center AIDS Research, Education and Services). This program provides expert treatment and medical AIDS services to primarily indigent clients with the support and coordination of Sacramento hospitals. Hadden also coordinated philanthropic funding of over $2 million to various AIDS community organizations throughout the state and was a consultant to Canada, the World Health Organization and other U.S. states in developing health policies and community-based responses for AIDS related health care.

Hadden also served on boards and committees of a number of community organizations including the Sacrament AIDS Foundation, United Way, University of California Davis Medical Center, and City of Sacramento. He also appeared frequently on television and radio as a spokesperson on AIDS. Hadden was known for his work regarding AIDS-related legislation and his leadership role on state and local boards on AIDS policies and projects, but he also worked on numerous civil rights issues.

Stanley Hadden died of AIDS related complications on December 2, 1991. He was 35 years old.

Scope and Content of Collection

This collection contains the professional records of Stanley Hadden, former senior advisor to California State Senator David Roberti. This collection includes records of the State of California's budgeting process as it related to AIDS, from fiscal year 1983-84 through fiscal year 1990-91; incoming and outgoing correspondence files from Senator Roberti's office, from 1983-1991, documenting how the legislator responded to AIDS-related concerns from the public. This collection also includes interagency memorandum and other government documents, which detail how the State of California created or adapted various bureaucracies to address the AIDS epidemic. There is also a large set of AIDS-related subject files. The bulk of the collection is from 1986-1989.

Series Description

This series contains correspondence and memorandum from Senator Roberti's office. Much of the outgoing correspondence appears to have been researched and written by Hadden for Roberti to sign. The memorandum are from both Senator Roberti and Hadden. A large majority of the correspondence is routine in nature, but some provide a revealing window on how public concerns over AIDS were acted upon by the state government. Much of the material deals with providing information on AIDS to individual constituents, citizens groups, government officials, and AIDS organizations. Topics include AIDS legislation, state funding of AIDS-related programs, citizens' concerns, the Traditional Values Coalition, lesbians and AIDS, various bills pending in the Assembly/Senate, budgets for various state departments and agencies, AIDS among minorities, AIDS and women, Office of AIDS, AIDS education, and home care programs among others. This series is arranged in reverse chronological order and subdivided by record type (memorandum and correspondence) within each year. Much of the incoming and outgoing correspondence is interfiled.

Series Description

This series contains budgetary records related to state-funded AIDS programs, including medical research conducted by the University of California system. Documents generated by the AIDS Budget Task Force seem especially valuable. Types of materials include, copies of state budgets, copies of Governor's budgets, reports, clippings, correspondence from community groups responding to budget situations, working documents of the Assembly Ways and Means Committee, voting records, press releases, memorandum to and from Hadden or Roberti, funding summaries, documents detailing AIDS funding in various state agencies and what AIDS-related services were being provided by which agencies, and grants awarded. This series is arranged in reverse chronological order by fiscal year.
