Biographical/Historical Note

Charles Francis Sloane

1910 Born in Pennsylvania.
1931-1942 Investigated crime, traffic accidents, and traffic law enforcement as a Trooper for the New York State Police in Oneida, NY.
1940 "Detached to the Buffalo Office of the Federal Bureau of Investigation to aid agents in the investigation of a Nazi espionage case which was resolved successfully."
1942-1945 As Civilian Chief of Police (Patrol Supervisor) at the US Naval Training Station at the US Navy Department at Sampson, NY, he organized a "patrol, guard and Investigation Force of 90 civilians and 200 seamen guards. As the Senior Office, [he] was involved in highly confidential investigations requested by the Commandant of the Training Station."
1946-1949 Chief of Police in Cortland, NY.
1949-1955 Senior Personnel Technician of Examinations Division of the New York State Department of Civil Service at Albany, NY.
1955 Organized the Vietnamese National Police Academy and have it open its doors to 100 students in three months.
1955-1960 Police Advisor for the Michigan State University Viet Nam Advisory Group in Saigon, Vietnam.
1960-1961 As Police Administrator at Syracuse, NY, he "supervised the preparation of two annual budgets; programming and procurement of commodities, etc."
1960-1962 Police Administrator at Syracuse, NY.
1962-1973 Worked for the United States State Department (Agency for International Development).
1962-1964 Regional Police Advisor Region 1 in Vietnam.
1965-1966 As Deputy Chief of Field Operations in Saigon, Vietnam, he "made a number of investigations of Public Safety personnel in the field relating to misconduct, etc."
1966-1967 Assistant Coordinator of VN Affairs at Washington, D.C.
1967-1969 Provincial Public Safety Chief at Dacca, East Pakistan.
1969-1971 Deputy Assistant Public Safety Officer (Field Operations) in Vietnam.
1971-1973 Training Advisor/Inspections in Saigon, Vietnam and Regional Training Advisor in Can Tho, Vietnam.
1973- As instructor/Administrative Officer for the Management Systems Section at the International Police Academy, he has "developed an appreciation for exploiting automation as a tool of management."
His experiences in Vietnam have given him extensive knowledge of the country, including becoming well-versed in the Vietnamese language. He is "well known in police circles, throught Viet Nam" and is "liked and respected by the Vietnamese people."
After holding all these positions, he sought to obtain a "position in management, administration or in the Public Safety or security area within the private sector or in State Government." His preferred location was the City or County of Santa Barbara.

Scope and Content of Collection

The papers contain scrapbooks, writings, correspondence, public safety publications, photographs, and other materials that primarily relate to police training, counterinsurgency warfare, and South Vietnamese police activities during the Vietnam War. The scrapbooks primarily documents Sloane’s experiences in numerous positions throughout New York State and for the United States State Department for Agency for International Development (AID). The scrapbooks also mainly contain personnel action records for his changes in jobs (including correspondence) throughout New York State and within AID, news clippings (those he wrote and those he did not write), resumes, tax statements, “Request and Authorization of Official Travel” records for AID, and other materials.
Much of the collection documents Sloane’s work experiences in public safety in Vietnam. Many photographs and documents reveal events surround public safety training that include handling firearms and narcotics, dealing with transportation traffic and security, and recognition ceremonies, such as one pertaining to the National Police Academy. More specifically, numerous photographs relate to United States Operations Mission (USOM), Vietnam, the Joint United States Public Affairs Office (JUSPAO), and dinner receptions.
