The collection consists of newsletters, reports, subject files, and publications relating primarily to Ed Silverbrand's "Silver
File" reports and "Update on State Legislation" newsletters.
Ed Silverbrand was a Sacramento lobbyist who represented various school districts throughout California. Born April 16, 1912,
Ed eventually became a pilot in the Army Air Corps who trained other pilots in ground school. After receiving an honorable
discharge, he became an elementary school principal from 1947 to 1967. Later, he went on to become a legislative advocate
for the California Council of Adult Education.
