Abstract: The collection documents the activities of the Health Care Council (HCC) of Orange County, California, a coalition of health-related organizations that works to improve access to healthcare services for all Orange County residents. Because HCC staff members serve as advocates and advisors for many health-related and community services task forces and committees, the collection contains materials on a wide spectrum of community organizations and concerns in Orange County.

Historical Background

The Health Care Council (HCC) of Orange County, California is a coalition of over one hundred health-related organizations that work to strengthen families, protect children, preserve the independence of older adults, treat the uninsured and under-insured working poor, prevent substance abuse, ease the suffering of the ill, and improve access to healthcare services for all Orange County residents. HCC's definition of "health" includes health education, disease prevention, medical treatment and rehabilitation, and also considers socioeconomic factors such as poverty, employment, transportation, housing, and literacy.
The United Way of Orange County, California founded the United Way Health Care Task Force (UWHCTF) in 1986 in response to the healthcare shortage created by Orange County's economic crisis. The task force evolved into HCC. HCC dissolved its partnership with United Way and was incorporated as a California Corporation in January 1994. HCC became a 501(c)(3) non-profit, public benefit corporation in October 1996 and is funded by foundation grants, service contracts, and contributions.

Collection Scope and Content Summary

The collection comprises the records of the Health Care Council (HCC) of Orange County, a coalition of health-related organizations that works to improve the health of Orange County residents. The collection documents the establishment and operations of the HCC and its predecessor, the United Way Health Care Task Force (UWHCTF), as well as the broad scope of its directors' activities. It provides a wealth of studies and summaries about the health of Orange County residents and their access to health care services. Materials are rich in information concerning Orange County's health care services and needs, including important contextual information on influential factors such as poverty, affordable housing, health insurance, legislative issues, nursing education, transportation, literacy, and Orange County's 1994 bankruptcy.

Materials include meeting agendas, minutes, agreements, correspondence, notes, reports, subject files, resource files, strategic and fiscal plans, project budgets, and informational publications from various organizations.

Scope and Content Note

Includes drafts and revisions of unsigned letters of agreement and memoranda of understanding, minutes from negotiation sessions, annotated partnership guidelines, recommendations, correspondence, notes, and an application for an emergency loan called "Bridging the Gap." Also includes correspondence and statistics concerning financial issues between United Way and the HCC following the dissolution of their partnership (director's notes refer to this as "United Way hangover issue").
 

Series 2.  Orange County healthcare needs assessment records 1974-2005, bulk 1993-1998

Physical Description: 2.6 linear feet

Series Scope and Content Summary

Contains materials documenting the activities of the Countywide Needs Assessment Project of Orange County, the Orange County Health Needs Assessment (OCHNA), and the Action Plan Project, including assessments, minutes, notes, and reports. The Health Care Council had a representative on the working groups and committees and was intimately involved in the processes.
The Countywide Needs Assessment Project was a joint project between the Health Care Association of Southern California (HASC) and the Orange County Health Care Agency (HCA). The goals of the Countywide Needs Assessment Working Group were 1. "To conduct a County-wide assessment which will measure health status, inventory resource availability and allocation, and other factors which influence for the purpose of evaluating and prioritizing health issues within Orange County" and 2. "Ensure that the statutory requirements of SB 697 are met through the proposed County-wide assessment process."
The HCC was funded by the California Endowment to develop a healthcare action plan. The resulting Action Plan Project responded to the findings of the Countywide Needs Assessment Project.
In 1998 the Countywide Needs Assessment Work Group evolved into OCHNA, a non-profit community organization that systematically collects health needs information for client partners such as the Orange County Health Care Agency, hospitals, clinics, and other community organizations.
